CHIEF VICE-PRESIDENT AND VICE-PRESIDENT FOR ECONOMIC AFFAIRS AND SECRETARY OF INDUSTRY AND ENERGY (1991-1995)
He returns to the Basque Government as Vice-President and Secretary of Industry and Energy.
Duties corresponding to these offices are:
- Coordination of the Economic Policies of the Basque Government's public sector.
- Presiding the Basque Committee on Public Finance.
- Presiding the Joint Committee on Transfer of Authority with the Spanish Federal Government.
- Supervising the Basque Government-Regional Councils Joint Committee.
- Presiding the drafting of the Economic Plan and its updating.
- Acting as a substitute for the Basque Country's President when the need arises.
- Presiding the Basque Country Committee on Coopetitiveness.
- Presiding CORAME (the Committee for Public Administration).
- Presiding the Delegated Committee on Economic Affairs.
The following are functions and areas of action which correspond to the Secretary of Industry and Energy:
- Industrial politics.
- Technological innovation.
- Mines.
- Energy.
- Telecommunications.
- Supervising Public Entities of Private Law: The Society for Industrial Promotion and Reconversion (SPRI), Basque Public Energy (EVE), the Public Telecommunications Society (EUSKALNET)and the Basque Capital and Development Society (SOCADE).
